Town Board Audit/Workshop Meeting – April 2018

The April 27, 2018 Audit was held at 6:05pm and the Workshop Meeting was held at 7:00pm at the Town of Rochester Town Hall.

The Audit of Abstract 4-2018 was held at 6:05pm

PLEDGE:
Supervisor Baden opened the meeting and led in the Pledge of Allegiance to the Flag.

MOMENT OF SILENCE:
Supervisor Baden held a moment of silence for Planning Secretary Shaye Davis’s Grandfather Walter Jaroszewicz and Assemblyman Skartados of the Town of Marlboro.

Resolution # 133-2018:

A Motion was made by Councilman Hewitt to approve the following;
General Fund Abstract 4-2018 $ 47,239.27
Highway Fund Abstract 4-2018: $ 38,967.43
Street lighting Fund $ 377.92

AMENDING RESOLUTION # 19-2018 TOWN CONTRACTUAL SERVICES:
Resolution # 134-2018:

A Motion was made by Councilwoman Haugen-Depuy that the Town Board approves the addition of the following contractual service expenditures for the fiscal year ending December 31,2018 and authorizes the Supervisor to execute on behalf of the Town any related contracts.
Adult Recreation Rochester Seniors $ 3,000.00
Joint Recreational Projects Kerhonkson Youth Commission $ 1,000.00

Discussion: Supervisor Baden stated that these organizations have been receiving the funds but somewhere in 2010 they weren’t part of the contractual services list at the organizational meeting.

SUPERVISOR UPDATES
KAFAS shared services contract- still in negotiations
Request by a resident to acquire ¼ acre town-owned land off DeJager Lane- A letter was sent to the Residents inquiring to make an offer for the Town Board to consider. This is subjected to permissive referendum so Supervisor Baden stated that no action would be taken until August in case an election is held.

AUTHORIZING THE SUPERVISOR TO SIGN 2017 AUD:
Resolution # 135-2018:

A Motion was made by Councilwoman Haugen-Depuy authorizing the Supervisor to sign and authorize the journal entries created for the Town’s December year-end for the 2017 Annual Finance Report (AUD), as prepared by Sickler, Torcia, Allen & Churchill, CPA’s, PC.

Discussion: Supervisor Baden stated there was an increase in the fund balance in Highway and General Fund. We are in OK shape, not good but OK! The constabulary had an increase of revenue in the amount $ 70,000.00

Resolution # 136-2018:

A Motion was made by Councilwoman Haugen-Depuy to authorizing the Supervisor to sign the 2017 Annual Finance Report, as prepared by Sickler, Torcia, Allen & Churchill, CPA’s, PC, and to file such with the State of New York Office of the State Comptroller.

DISCUSSION FOR TOWN BOARD MEETING:

Request for Open Development for SBL 67.2-1-4, Cherry Lane, R-2 Zoning
Request from Wild Earth to utilize the Town Parking lot as a pickup/dropoff location for their summer program- Supervisor Baden is also going to suggest the municipal lot off Main St. & will look into additional insurance.
Cypress Creek PILOT agreement for Fordemoor Solar, LLC, S/B/L 76.3-1-20, Berme Road payments in total $84,123.68 over 15 years
Request by residents group Stop Smart Meters NY for a support letter requesting the NYS Public Service Commission hold a rehearing regarding the opt-out tariff for installation of advanced digital metering devices in Central Hudson’s territory.- EMF is impacting health.
Chief Constable request for appointment of 2 part-time constables
Highway Department Trucks- Highway Superintendent Spano would like to place two dump trucks on Auction International.
Postage Meter lease is up. New lease is for 5 years with an increase of $ 8.00 per month.

Councilwoman Haugen-Depuy asked the outcome of the two highway trucks that were in accidents.
One truck has approximately $ 9,000.00 in damage and the other $ 40,000.00 in damage.
