Town Board Audit Meeting Minutes July 2014

The Audit/Workshop Meeting was held on July 31, 2014 at 7:00pm at the Town Hall.

PLEDGE:

Supervisor Chipman opened the meeting and Highway Superintendent Wayne Kelder led in the Pledge of Allegiance to the Flag.

APPROVAL OF BILLS:

A Motion was made by Councilman Drabkin to approve the following bills as audited this date
General Fund Abstract 7 of 2014 $ 46, 655.02
Highway Fund Abstract 7 of 2014 $ 301,957.72
Street Lighting $ 395.81

TELECOMMUNICATION REPORT:

Mike Baden presented to the Town Board the wireless telecommunications committee report. The Committee worked long and hard during the 8 meetings on reviewing the existing code and comparing the state and federal regulations. The next step is the field study. The report starts off with an introduction, background, regulations and a recommendation summary. Then continues with recommended amendments of zoning code definitions, schedule of district regulations, and a well detailed wireless telecommunications facilities.
There was a lengthy discussion with the board on having a registration system of cell towers within the town. There will be a 3 year certification with annual information required in regards to the towers. This way the town will have accurate information.
The board asked for some clarity with the registration system, and they were satisfied with the answers both Attorney Christiana and Mike Baden gave.
Supervisor Chipman asked if there were references to the Comprehensive Plan? It is referenced in SECRA review.
The board agreed that this was a well written report, it covered a lot and the board recognized the long hours placed by the committee members. Great teamwork thank you to all involved!!
Attorney Christiana stated she would make the changes and will have it to the Town Board by Monday.

EPWORTH/ ANIMAL SANCTUARY DISCUSSION:

Currently there is nothing in the Town Code in reference to the Animal Sanctuary. There was a misunderstanding with how the decision was written by Code Enforcement Officer Jerry Davis. Agriculture tourism is allowed in the current town code but this was more of a rescue and educational component so it wouldn’t fall under the tourism. Fortunately Animal Sanctuary is defined in the new code. So as far as time goes it makes no difference if the board schedules a public hearing for this specific instance or waits till the new code amendments are adopted and takes affect for approval.
CONSTABULARY REPORT:

The state needs on file a resolution reinstating the Constabulary for the Town of Rochester in order to receive an ORI #. Chief Constable Miller presented the powers and duties of a Town police constable/ peace officer by New York State. The board reviewed what they seemed fit for what they are looking for from our town constables. Supervisor Chipman stated he will draft a resolution and present it to the Town Board for next week’s Town Board Meeting. Supervisor Chipman also stated he would like Councilman Spano and Chief Constable Miller to work on policy and procedures of the constabulary.

There was a brief discussion on the constabulary having a budget line for costs of supplies with education expenses.
