Special Meeting – Feb. 18, 2015

A SPECIAL Meeting was held on February 18, 2015 at 1:00pm at the Town of Rochester Town Hall.
PRESENT:
Supervisor Chipman Councilwoman Chachkin Councilwoman Fornino
Councilman Drabkin Town Clerk Gundberg Carol Dennin, Youth Director
ABSENT:
Councilman Spano
Supervisor Chipman opened the meeting to discuss the purchase of a 2003 International School bus with 100,842 miles for the Recreation Department. The board agreed that this was a great opportunity, the parts are easily accessible if needed, the mileage is low and the price is reasonable. It just recently passed state inspection.
There also was a discussion about the procurement policy.
Councilwoman Chachkin stated that you cannot use “ sole source” when referring to a used vehicle. She read section 163-state finance law; purchasing services and commodities. “Sole source” means a procurement in which only one offerer is capable of supplying the required commodities or services.
Councilman Drabkin stated to have specs written to this exact bus and we can send it out to at least 3 dealers to get comparable prices and /or comparable vehicles.
Resolution # 45-2015:
A Motion was made by Councilman Drabkin to authorize Supervisor Chipman to place out to bid comparable vehicle specifications of the 2003 International School Bus, and furthermore authorizing Supervisor Chipman to purchase the vehicle with a maximum amount of $ 7, 000.00.
Seconded by: Councilwoman Fornino 4-0aye, motion carried
