Audit/Workshop Meeting Feb. 26, 2015

The Audit/Workshop Meeting was held on February 26, 2015 at 5:30 pm at the Town Hall.

PRESENT:

PLEDGE:

Supervisor Chipman opened the meeting and Richard Miller led in the Pledge of Allegiance to the Flag.

DISCUSSION OF BILL PAY PROCESS:

Supervisor Chipman thanked both Kate and Loretta for all their help with the abstracts this month.
Supervisor Chipman stated that he feels that a motion to pay the bills should be completed at the audit meeting this way if there is a problem we can delay until the following week at the Town Board meeting. Supervisor Chipman stated that prolonging it will cause a lag on expenses.
Councilman Drabkin stated that years ago a workshop meeting was just a workshop meeting. He feels certain things can be prepaid or auto payments for instance Central Hudson payments.
Attorney Christiana asked if the state allows for direct deductions? Something that should be looked into.
Councilman Drabkin also stated that after reviewing the UCRRA bills prices at the transfer station are going to have to be raised.

A Motion was made by Councilman Drabkin to approve the following bills as audited this date

General Fund Abstract 2 of 2015 $ 37,967.19
Highway Fund Abstract 2 of 2015 $ 40,275.59
Street Lighting $ 398.26
General Fund Abstract 14 of 2015 $ 4,587.69 ______________

$ 76,641.04
Seconded by: Councilman Spano motion carried

DISCUSSION OF PLANNING BOARD AND ZBA MEETINGS:

The board asked Attorney Christiana for some clarification of the ZBA meeting that was held that included the Town Attorney.
Councilman Drabkin stated that as liaison to the ZBA he should have been made aware of the meeting.
Attorney Christiana stated that the Morano property was the topic of discussion at the ZBA meeting. Last year they made a decision and closed the file. The Town permitted Attorney Christiana to be involved. Recently some new information was found and the ZBA voted to reopen the file.
Councilman Spano asked what authority does the ZBA have to reopen a file?
Attorney Christiana stated that it is rare but the ZBA has every legal right to open the file. The decision must be made unanimously, in this particular instance there wasn’t an unanimous vote so the file will remain closed.

EXECUTIVE SESSION:

A Motion was made by Supervisor Chipman to enter into executive session to discuss personnel issues with the Highway Secretary, the Assessor and an employee at the Transfer Station at 5:50pm.

A Motion was made by Councilman Drabkin to reconvene the meeting at 6:21pm stating no action taken nor monies expended.

APPOINTMENT OF ACTING ASSESSOR:
Resolution # 46 -2015:

A Motion was made by Councilman Spano to appoint Michael Dunham Acting Assessor.

Seconded by: Councilwoman Chachkin 5-0aye, motion carried

A Motion was made by Councilman Drabkin to adjourn the meeting at 6:22pm
