Town Board Minutes January 2014

The January Town Board Meeting was held on January 9, 2014 immediately following the Organizational Meeting at the Town of Rochester Town Hall.

PUBLIC COMMENT:

Gerry Fornino welcomed Sherry to the board. He thanked the board for his appointment as Emergency Management Coordinator.

Mike Baden thanked the town board for their recommendation to the County for Mike Baden and Cliff Mallory to serve on the Ulster County Planning Board. Mike was appointed
Vice-Chair to the Ulster County Planning Board. Congrats Mike!

APPROVAL OF MINUTES:

A Motion was made by Councilman Drabkin to approve the minutes of the 12/05/2013, Town Board Meeting, and 12/26/2013 Audit Workshop Meeting.

SUPERVISORS REPORT: Filed with the Town Clerk

LEGAL UPDATES:

Paperwork on the Rainbow Diner was received. Attorney Christiana stated the earliest she expects to hear from the judge is February.

Attorney Christiana and Lynn are working on broadband together.

SUPERVISOR’S UPDATE/ CORRESPONDENCE RECEIVED:

Supervisor Chipman expressed his concerns with the telecommunication code. The new code needs to follow the federal code but also needs to work for our residents in the town. Work on areas without coverage. Supervisor Chipman also stated that he disagreed with some of the make-up of the telecommunications committee. He would like to see 1 town board member and 2 residents.

Supervisor Chipman welcomed Sherry to the board. It was bittersweet losing Lynn, but looks forward to working together serving the capacity of the town on a county level.

LIASION REPORTS:

Councilwoman Chachkin:
Planning Board: 12/16/13 meeting: 3 items regarding cell tower, microwaves on both Airport Rd. and City Hall Rd. Additional antennas on City Hall Rd. The Code Enforcement Officer inspected the construction site. The new Telecommuications Committee would be coming up with a recommended revision of the zoning code telecommunications section to get it in line with current federal law, and that this was needed in light of applications coming before the Planning Board.

Court: nothing to report
Highway: Lots of snow! But nothing to report
Transfer Station: 2012: 1930 tons of garbage. The RRA: charged 172,000 collected 182,000. So the town collected approximately 5% more but this could be because of the weather, snow weighing down the garbage.
Councilman Spano:
Fire Department: situation is normal!

Supervisor Chipman:
Youth Commission: Christmas brunch and children’s party was well attended despite sleet and snow storm. Supervisor Chipman enjoyed playing Santa!
NYRising meeting: Supervisor Chipman stated that he pushed for emergency service providers to be part of the discussion on building back New York!

TELECOMMUNICATIONS COMMITTEE:
Resolution # 42-2014:

A Motion was made by Councilman Drabkin to appoint Mike Baden, Fred O’Donnell
( provisionally), Sherry Chachkin, Steve Fornal, Jerry Davis or Brenda Striano, Jason Broome & Jennifer Birch to the telecommunications committee. The Town Board also authorizing Attorney Christiana to attend committee meetings.

SPEED LIMIT ROUTE 209 /AIRPORT RD AREA:
Resolution # 43-2014:

A Motion was made by Councilman Drabkin that the Town Board send a letter to the NYSDOT requesting that the speed limit on Route 209 ( just north of County Route 6 / Route 209 intersection where the speed turns from 45 MPH to 55 MPH ) to Kyserike Rd where traffic light is located be reduced to from 55mph to 45mph.

There was also a discussion for Scenic Rd to become a one-way. It was asked for Highway Superintendent Kelder to report back to the town board his recommendations.

TOWN WEBSITE:

There was a discussion on updates to the website and questions about the host virtual town hall.

PUBLIC COMMENT PERIOD:

Barbara Fornal wanted to thank our volunteer emergency services for all that they do! She also asked what the next steps with Time warner cable are.

Supervisor Chipman stated we are headed in the right direction.

Mike Baden thanked the board for acting quickly on the telecommunications committee.

Gerry Fornino expressed his concerns with phone service, and the traffic on Whitfield Rd. on race nights. He is a supporter of the race track but something needs to done about the traffic.

EXECUTIVE SESSION:

A Motion was made by Councilman Spano to enter into executive session at 8:45pm with Attorney Christiana and Mike Baden to discuss and personnel issue

ADJOURNMENT:

A Motion was made by Supervisor Chipman to adjourn the meeting at 9:00pm in memory of Charles Fischer a Rochester resident and disabled Veteran who has received numerous metals during his time served.
