Town Board Audit Meeting Minutes November 2014

The Audit/Workshop Meeting was held on November 25, 2014 at 5:30 pm at the Town Hall.

PLEDGE:

Supervisor Chipman opened the meeting and Alice Schoonmaker led in the Pledge of Allegiance to the Flag.

ALLIGERVILLE PRESENTATION:

Neil Larson of Larson Fischer Associates along with members of the Historic Preservation Commission presented to the Town Board the National Register Nomination Project; Alligerville Historic District. The report started with a statement of significance; the Alligerville Historic District is a significant surviving representation of a hamlet that developed around lock 21 on the Delaware & Hudson Canal. As such, it is important feature of the Delaware & Hudson Canal, which by itself is eligible for the National Register as one of the earliest canals in the United States. Not only is the canal nationally significant in the history of engineering and transportation, but as the means of carrying coal from Pennsylvania to the Hudson River, it played a crucial role in the growth of New York City, as well as Rondout, its eastern terminus and other smaller towns along its route in Ulster County. Alligerville also is a noteworthy place in the history of the Town of Rochester: a modern commercial center rising out of the pastoral Countryside, almost overnight.

The report introduces types of architecture that was used with the development of the hamlet,

a map of proposed boundaries of the Alligerville Historic District giving reasons for the justification of such boundaries. A list of properties contained in proposed historic district was also submitted.

The report included pictures of Alligerville in the late 19th Century along with photos of original homesteads.

In conclusion the preliminary meeting the HPC held with residents of Alligerville was well attended with positive support from the current owners.

Members of the HPC thanked Neil for all the work involved, and this has been a very positive experience!

The Town Board thanked all involved. Supervisor Chipman stated that the board was very pleased and will support this nomination in any way possible.

 

DISCUSS REVISIONS OF ZONING AND SUBDIVISION CODE:

 

Supervisor Chipman asked if there was any discussion for the revisions for zoning and subdivision?

Attorney Christiana said for all to look it over and decide how they want to go forward.

There was a discussion on what needs to be completed in order to have the map changed in zoning districts. Supervisor Chipman stated that we can contact Dennis Doyle or information services to see if they know the direction to go in and how the map can be printed.

 

 

WELCOME TO THE TOWN OF ROCHESTER SIGNS:

 

Supervisor Chipman passed out 3 samples of Town signs. After a discussion about color, design and wordage the board discussed prices from two different venues. Highway Superintendent Kelder stated that with Newman Signs we know the quality and the company has a good grade of signs. Wayne stated now that a design, size and color is figured out he will be able to get a more accurate price from Newman signs.

 

 

 

COPIER LEASE COURTHOUSE:

Resolution # 114 -2014:

 

A Motion was made by Councilwoman Chachkin to approve a $ 96.73 per month 5 year lease with service for a copier located at the Courthouse.

EXECUTIVE SESSION:

 

A Motion was made by Councilwoman Chachkin to enter into executive session at 6:25 pm in regards to a tax litigation with strategic six.

AUTHORIZATION OF WRITTEN STIPULATION FOR STRATEGIC SIX:

Resolution # 115- 2014:

 

A Motion was made by Councilman Drabkin to authorize Attorney Christiana to write up a stipulation with Strategic Six for 1.1 million tax assessment settlement.
