LIASION REPORTS:
Councilwoman Archer: HPC: some of the hamlet signs completed some still to go. Working on Alligerville Canal project in the D+H district. Historic Osterhoudt home was sold and the HPC will give feedback to the homeowner and the CEO. PB: held a workshop meeting, reviewed changes to the zoning and subdivision laws and sent recommendations to the board.
Councilman Cilenti: Make sure that basic star registration is completed no later than 12/31/2013.
Veterans day is coming up and the youth commission is going to work on expanding the idea of meeting the generations. It was a success for Memorial Day and would be nice to see continued.
Councilman Drabkin: TS: gave his monthly analysis. ZBA: held a meeting on 10/2/2013 and a decision was made to uphold the CEO to permit building of the group home. 2 new applications for area variances have been received.

Resolution # 118-2013:
A Motion was made by Councilman Drabkin and Seconded by Councilwoman Archer that;
WHEREAS, Pursuant to Article 3 Section 11c of the New York State Domestic Relations Law, a Person may be appointed as a Marriage Officer and,
WHEREAS, a special request to perform a marriage ceremony has been by Loretta Terwilliger and Paul Rider of 2753 Lucas Ave Accord, NY 12404 who plan to be married on October 20, 2013 at 2763 Lucas Ave Accord, New York 12404 and,
WHEREAS, they are requesting that Kathleen A. Gundberg, be appointed as a one-time marriage officer to perform this ceremony,
THEREFORE BE IT RESOLVED that the Town of Rochester Town Board appoint Kathleen A. Gundberg, as temporary Marriage Officer, and that s/he may perform a Marriage on
October 20, 2013, within the jurisdictional bounds of the Town of Rochester.

ACCEPT GIFT OF 1991 BLUEBIRD BUS:

A Motion was made by Councilman Cilenti that the Town Of Rochester accept the gift of a 1991 Bluebird Bus from Town resident Robert Lapp with a value of $ 4,500.

Discussion:
It was discovered that the bus frame is ruined and as per Robert Lapp’s request the Town Board has decided to return the bus to him.
AUTHORIZATION TO APPLY FOR COURT GRANT:
Resolution # 121-2013:
A Motion was made by Councilman Drabkin to permit Judge Babcock officer of the court to apply for a grant up to $ 30,000.00 with provisions of no funds required from the Town.

A Motion was made by Councilwoman Archer to accept bids with the exception of the bus, sander body, dump body and scrap steel. Payments must be made to the Town Clerk where a receipt will be issued before equipment can be picked up.

TIME WARNER CABLE INFORMAL MEETING:
Charlie O’Brien and Ron Cole Senior Managers of the construction team for Time Warner Cable in the Town of Rochester area presented maps and discussed with concerned residents the franchise agreement with the Town of Rochester and Time Warner Cable. After a study the construction team stated that there is one area that meets the density requirements and another
2 dozen streets to look into further.
