PLEDGE:
Supervisor opened the meeting and a gentleman in the audience led the Pledge of Allegiance to the Flag.
Supervisor Chipman reviewed the proposed 2014 budget. He explained increases in NYS retirement, safety net, health insurance causing for an increase and revenue streams are just not coming in like they used to.
The tax levy for the Town will have an increase of 1.66%.

A Motion was made by Councilman Drabkin to approve the minutes of the 10/03/2013 Town Board Meeting, 10/29/2013 Audit Workshop Meeting.

SUPERVISOR’S UPDATE /CORRESPONDENCE RECEIVED:
Supervisor Chipman gave an update on NYRising Community Reconstruction Program has been established to provide additional rebuilding and revitalization assistance to Communities severely damaged by Hurricanes Sandy and Irene and Tropical Storm Lee. Supervisor Chipman stated that they are doing stream studies in our area. Councilwoman Archer asked if there is a finalization time frame? Supervisor Chipman hopes for February.
Supervisor Chipman received a correspondence from Florence Rivenburg in reference to the speed limit on Route 209 between Airport Rd and the Hillside Restaurant. Supervisor suggested that the board think about it and decide if a speed study request should be completed.

Planning Board: nothing to report.
HPC: hamlet signs have been refurbished, 9 new signs in total. There was a discussion about the Alligerville Historic district Project. Councilwoman Archer stated that the HPC can apply for a grant but the project is much larger than expected. Councilman Drabkin stated he would speak with the homeowner connected with the project but would like to have more information and our ducks in a row.

Hwy: Ready for Snow!!
Transfer Station: this month we’ve collected 59 tons of household garbage and 90 tons of C/D totaling 149 tons. The RRA charged 162 tons. To date we still have a net gain of $133.00

Supervisor Chipman:
ECC: Farm/ Family day and Heritage day was a success. Currently river keepers are involved with working on a water study of the Rondout Creek.
Youth Commission: The Haunted Barn was a huge success along with the Halloween Children’s party. Don’t forget the Thanksgiving Luncheon on 11/28/2013!!! Donations are accepted and greatly appreciated.

Resolution # 128-2013:
A Motion was made by Councilman Drabkin to increase Highway budget account DA.51104 in the amount of $ 245,806.54 from CHIPS reimbursements.

ELECTRIC WORK TO GENERATOR AT COMMUNITY CENTER:

A Motion was made by Councilwoman Archer to accept bid from Jeff Coyne in the amount of
$ 900.00 to complete electric work to the generator at the Community Center.

CHANGE NOVEMBER AUDIT WORKSHOP MEETING:
Resolution # 130-2013:
A Motion was made by Councilwoman Archer to reschedule the November audit workshop meeting to 11/26/2013 at 7pm at the Town of Rochester Town hall and further authorizing the Town Clerk to advertise the same.
