The December Town Board Meeting was held on December 5, 2013 at 7:00 pm at the Town of Rochester Town Hall.

APPROVAL OF MINUTES:
A Motion was made by Councilman Cilenti to approve the minutes of the 11/07/2013 Public Hearing on the 2014 Budget, 11/07/2013 Town Board Meeting, 11/26/2013 Audit Workshop Meeting.

SUPERVISOR’S UPDATE /CORRESPONDENCE RECEIVED:
Supervisor Chipman wanted to thank Councilwoman Archer for such a great contribution to the Town. It’s been an honor and a pleasure working the past 6 years together, and look forward to the continued work ahead as Councilwoman Archer takes office as County Legislator.
Councilwoman Archer thanked the board and stated she will miss everyone but will be back!!
Councilman Drabkin discussed with the board about forming a Commission for communication. He would like to see a committee or commission formed with those that have interest in communication service we want to provide our community.
Councilwoman Archer said she has interest in being a part of that commission, but she has to see what the work load is from the County level.

LIASION REPORTS:
Councilwoman Archer:
Planning Board:  Special permit for lot lines, additional antennae on City Hall Road tower. There was a discussion on encouraging towers in other areas of the Town.
HPC: 11/18 meeting was the 1st piece of the Alligerville historical national register. The Davis boat basin has been placed aside for now.
Councilman Cilenti:  registering for star is due no later than 12/31/2013. 71 % of Town of Rochester residents have applied.
Councilman Drabkin:
ZBA: 2 area variances; pre-application for 2nd mobile home on less than 4 acres. PH: on property to be divided on less than 1 acre in 5 acre zone. A continued appeal of CEO determination of abandoned mobile home on Lucas Ave.
Court: nothing to report
Hwy:  Highway Superintendent Kelder asked if there are any questions about the maps ( maps of roads in the Town of Rochester with and without cable based on the cable wire that was followed on the poles)
Transfer Station: Electronic recycling fees to be discussed.  The RRA charged the Town 159,000 and we collected 170,000 for a gain of 2,500 and a total for the year a net gain of 11,132. Councilman Drabkin stated that increasing the C/D from 100 to 110 saved the taxpayers over $ 10,000.00. Flow control has worked in our favor. Increasing the tire fees covered the cost of acquired tires that were not paid for.

Supervisor Chipman:
ECC: new members gave their input of NYRising program. There was a discussion of doing a proper hydrology and engineering study for the Rondout.
Youth Commission: The Thanksgiving Luncheon as always was a success, great food and great company!!! The Christmas Tree lighting is 5pm 12/6/13. 12/14/2013 is the Senior Holiday Brunch and visit with Santa Children’s party.
NEW/ OLD BUSINESS:
ACCOUNTANT’S AUDIT:
Resolution # 131-2013:
A Motion was made Councilman Cilenti to accept the 2013 Accountant Audit by Sickler, Torchia, Allen & Churchill, C.P.A’s P.C.

DISCUSSION:
Supervisor Chipman stated that the Justice Department as a practice has the same person receiving the money also depositing it. The Accountant Auditor stated that this procedure should be changed. Someone other than the collector should be depositing.
ELDERCARE PROGRAM:
Richard Miller and Councilwoman Archer discussed with the board the creation of the Elder-care program for our community in concert with the Town’s Constabulary. We believe in a “neighbor helping neighbor” philosophy. If you are in need of assistance during an emergency or have special concerns, we’d like to offer you the ability to join this program. Some of the benefits of joining are: In an emergency situation, i.e. Natural Disaster, Extended Power Outage, etc. the Constabulary would visit each person signed up with the program. They will make sure all is well and render assistance if needed. They will also notify them of locations of Town Sheltering facilities where heat and/or air conditioning, power for charging cell phones, fresh water and food would be distributed. If requested the individual(s) would be transported to one of the Town sheltering locations. If the individual(s) would like to remain at their location, a set re-visit schedule would be put in place until the “all-clear” is given by the OEM coordinator or Town designee. Non-Emergency visits, if desired, by the individual signing up for the program, the Constabulary would perform semi-regular visits. Seeing a friendly face and expecting a regular visitor has been shown to benefit an individuals’ quality of life.
TIME WARNER SURVEY:
It was mentioned earlier in the meeting the creation of a communications committee. Councilman Drabkin suggested that we take the information received from Joe White and have our attorney draft a letter with our maps, his information and send it to Time Warner. Once they receive the information we should schedule a meeting.
D.E.C. LICENSING PROGRAM:
Resolution # 132-2013:
A Motion was made by Councilman Cilenti to authorize the Town Clerk to continue with the sale of the NYS D.E.C.A.L.S licensing program.

SALE OF 2014 TRANSFER STATION PERMITS:
Resolution # 133-2013:
A Motion was made by Councilman Cilenti to authorize the sale of the 2014 Transfer Station permits with residents $ 35.00 and non-residents $ 70.00.

A Motion was made by Councilman Cilenti to change the cost of T.V and CRT to $ 1.75 per 5lbs.

REAPPOINTMENT OF MARRIAGE OFFICER:
Resolution # 135-2013:
A Motion was made by Councilman Cilenti to re-appoint Supervisor Chipman to serve as a marriage officer in the Town of Rochester with a term to expire 12/31/2015.
REVIEW TERMS OF EXPIRING MEMBERS OF BOARDS AND COMMISSIONS:
There was a brief discussion on terms of expiring members of boards and commissions.
IBEW CONTRACT:
Resolution # 136-2013:
A Motion was made by Councilwoman Archer to approve the IBEW contract as proposed.

ASSESSOR ASSISTANCE:

A Motion was made by Councilman Cilenti to hire Mike Dunham as a consultant at 20 hours a week at a rate of $ 20.00 per hour.

A Motion was made by Councilman Drabkin to advertise for two part-time field workers.

A Motion was made by Supervisor Chipman to enter into executive session including Richard Miller and Sherry Chachkin involving the Rainbow diner litigation at 8:15pm.
