2011 June Town Board Minutes

The May Audit Workshop & June Town Board Meeting was held on June 2, 2011 at 7:00 pm at the Town Hall.

Supervisor Chipman opened the meeting and Councilman Spano led the Pledge of Allegiance to the Flag.

INTERVIEW FOR YOUTH COMMISSION:

 

The Town Board interviewed Martha Roberge for a vacancy on the Youth Commission.

 

APPOINTMENT TO THE YOUTH COMMISSION:

 

Resolution # 57-2011:

 

A Motion was made by Councilwoman Michailescu to appoint Martha Roberge to the Youth Commission with a term to expire 12/31/2013.

A Motion was made by Councilwoman Michailescu to approve the following bills as audited this date

SUPERVISOR’S REPORT:  Filed with the Town Clerk

 

SUPERVISOR’S UPDATE:

 

Supervisor Chipman stated the last Highway BAN is paid off.

 

The redistricting is complete. The Town of Rochester will remain whole and include parts of Kerhonkson. Supervisor Chipman thanked members of the Town Board for the efforts they put forth and for the recommendations.

 

Supervisor Chipman spoke against the bill supporting local control of hydrofracking presented by Senator Bonacic.
CORRESPONDENCE RECEIVED:

 

Supervisor Chipman received a flyer from the KAFAS that an open house is scheduled for 6/11/2011 from 3-7pm. Free demos and refreshments will be served. Emergency reflective address markers are available for purchase  $ 18.00 ea.

 

LEGAL MATTERSTwo matters that will be discussed in executive session.

 

LIAISON REPORTS:

 

Councilwoman Archer: ECC: Cleanup date was set for 7/9/2011 for Rail Trail cleanup. The Commission focused on exploring ideas on how to educate the public on littering.  
Planning Board met on 5/17 main focus was Streamside estates.
Councilman Cilenti: Assessor’s Office: Grievance Day was held on 5/24/2011. A Total of 61 grievance packets were received and the BOAR met with 30 homeowners. In an e-mail to Councilman Cilenti, Zali Win co-chair of the BOAR thanked the Assessor’s Office for their detailed preparation in making the evening run smoothly.
Councilwoman Michailescu: The Youth Commission’s second night meeting – held on May 18, 2011, with quorum. SUMMER PROGRAM (July 11 – August 24)
Registrations still accepted. As of May 18 there were 3 youth signed up for all 7 weeks and 9 signed up for 2 weeks. A very pleasant addition to the program; nutrition awareness program coordinated by Tana Miller and Gayle Agostaro, volunteering to work with the children in creating nutritious lunches every Monday throughout the summer program.
Tuesdays; programming arranged at the Ellenville Library; Nature Wagon also comes to the Library.
Director has the activity schedule for Epworth and will personally monitor their program to evaluate pros and cons of having the program there next year.
Total donations for the program as of May 18, 2011: $2,496 (including $2,000 from the Oremus Foundation). They have to compensate for the cuts in funding (under a revised formula the youth funding from the NYS Office of Children & Family Services was only $3,661 this year, which is in fact a reduction by 50%).
MEMORIAL DAY
The Youth Department wagon and YC members Jessica Knapp, Pam Stocking, Sue Bruck represented the department and the YC in the parade. Special thanks to those who also attended the Veterans Park Celebration. Regular YC meeting on June 15, 2011, 9:30 am. HPC: Meeting held on May 16. The position of Associate Member was created for those who cannot attend regular meetings but whose expertise is valuable and needed. To be renewed on an annual basis.~
Francis O’Donnell was the first person appointed as Assoc. Member (he is volunteering to create landscaping for the Veterans Park to honor his mother, Jeanne Greene, a long-time dedicated member of the HPC).
Main focus – tasks, preparations for the Memorial Day Ceremony at the Veterans Park~(press announcements, installation of benches, flowers, some landscaping, contacting veterans, etc.) Amazing progress made in the last days before Memorial Day.
Special thanks to:the Highway Department (Wayne Kelder, Jeff Frey) – especially for building the berme.  The team installing the stone benches (5 people working a whole day, donating their time): T. Hall-Davis, James Dennin, Mike Deider, Allan Feinberg and Wayne Gray Jr. Francis O’Donnell for landscaping. HPC members Alice Cross, Alice Schoonmaker, Jon Dogar-Marinesco and Diana Puglisi-Cilenti, Doris and Ed Lamon – not commission members but always present, always involved and last but not least, our own veteran Councilman Tavi Cilenti. Supervisor Chipman: Time Warner Cable: Survey has been completed and Supervisor Chipman is expecting a proposal within the next couple of weeks. Councilwoman Archer asked if dates for completion are in place?

 

NEW BUSINESS:

 

ADVERTISE FOR SURPLUS EQUIPMENT BID:

 

Resolution # 58-2011:

 

A Motion was made by Supervisor Chipman to authorize the Town Clerk to advertise for sealed bids in both the Kingston Daily Freeman and the Shawangunk Journal for surplus equipment. Bids to be submitted on or before 6/28/2011 at 12pm at which time they will be read aloud. Viewing of equipment is scheduled for 6/21/2011 & 6/22/2011 from 6:30am- 12pm. A non-collusive bidding certificate must be included; the Town Board has the right to reject any and all bids.

MOBILE HOME LAW REPEAL:

 

Code Enforcement Officer, Jerry Davis stated the Towns provisions for the mobile home law is not in compliance with NYS building code. Supervisor Chipman stated he’d work with Jerry to gather information. Once the information is compiled the Board can work on a Local Law to repeal sections on the Mobile Home Law.

 

ROOF BETWEEN HIGHWAY AND TOWN HALL:

 

Resolution # 59-2011:

 

A Motion was made by Councilman Cilenti to authorize Supervisor Chipman to hire Alan Feinberg for roof repair on the Town Hall between the Highway and Town Clerk junction, for $ 3000.00.

STORAGE OF TOWN RECORDS:

 

After a lengthy discussion on storage space for Town records, it was agreed that the Town Clerk would contact Iron Mountain for price on storage space.

 

VEHICLES PARKING ON TOWN PROPERTY:

 

There was a discussion about unauthorized parking of vehicles on Town Property. Attorney Christiana stated she would work on drafting an ordinance and present it to the Town Board.

A Motion was made by Councilman Cilenti to enter into executive session at 8:25pm to discuss legal matters for the Assessment case and Feldman lawsuit.

HIGHWAY COLUMNS:

 

The Board agreed that they would like a third opinion from another Engineer Company to see what options they may have in the repair of the building.

 

SURPLUS EQUIPMENT SALE:

 

Supervisor Chipman asked the Board to review the outcome of the surplus equipment bid, and would like to vote on approval at the next Town Board Meeting.

 

MUNICIPAL LOT:

 

A request from the Schoonmaker family asking for the release of property that they given to the Town for use as municipal parking. Supervisor Chipman stated that the lot currently isn’t used and the Schoonmaker family would like to turn the lot over to the Friends of Historic Rochester to be used as parking.
TRAINING:

 

Councilwoman Archer stated that she sent Gene Moncrief a note on scheduling the training session, and to coordinate with Supervisor Chipman ahead of time as to what is expected.
HISTORIC PRESERVATION COMMISSION:

 

Councilwoman Michailescu liaison to the HPC had questions about Chapter 34 of the Town of Rochester Town Code, in reference to members on a board or commission resignation and the process of removing such person from a board or commission. After a lengthy discussion on clarifying the process of removing a member Councilwoman Michailescu would report back to the HPC.

 

ASSESSMENT ROLL ON THE TOWN WEBSITE:

 

Webmaster Mike Baden stated that the link from Ulster County for assessment roll is on the Town Website.
