The Town Board Meeting was held on June 5, 2008 at 7:00pm at the Town
Hall.

 

PRESENT:

 

Supervisor Chipman          
Councilwoman Archer     
Councilman Cilenti
Councilwoman Michailescu    
Councilman Spano        
Town Clerk Sommer
Attorney Christiana

 

Supervisor Chipman opened the meeting and resident, Doris Schoonmaker
led the Pledge of Allegiance to the Flag.

 

OPEN TO THE PUBLIC:

 

Toni Sindone thanked the Board for their help and support with Memorial
Day.

 

APPROVAL OF MINUTES:

 

A Motion was made by Councilwoman Michailescu to approve the following
minutes as submitted:

 

May  1, 2008   Town Board Meeting
May 29, 2008   Audit/Workshop Meeting

 

Seconded by:  Councilman Cilenti            Unanimously approved

 

SUPERVISOR’S REPORT:  Filed with the Town Clerk.

 

CORRESPONDENCE:  Filed with the Supervisor.

 

SUPERVISOR’S UPDATE:

 

Supervisor Chipman congratulated all College and High School Graduates and Ben & Jake Waruch who are going to the State Tournament _ Track & Field, they will be attending the University of Connecticut.

 

Mr. Chipman thanked everyone involved in the Memorial Day Parade, and especially those who worked so hard to make it happen.  Next year, bigger and better !!!

 

Supervisor Chipman also reported that the 2007 Financial Report improved in the accounting aspect, the trial balances were only off by $40.00. Happy to report this, except for the software glitches.

 

LEGAL MATTERS:  None.

 

LIAISON REPORTS:

 

Supervisor Chipman and the Councilpersons shared the highlights of the meetings they attended as liaisons and committee members.

 

RESOLUTIONS:

 

VETERANS PARK APPROVAL:

 

Resolution #90_2008

 

A Motion was made by Councilman Cilenti that the Town Board approve the establishment of a Veterans Park as proposed by the Historic Preservation Commission.  Locations will be behind the Friends of Historic Rochester Museum and the front of the Town Clerk’s Office.  Expenditures for construction not to exceed $5000 in Budget line A_7520_line B.

Discussion:   Supervisor Chipman thanked the Historic Preservation Commission and Nancy Copley for their hard work in completing this mission for the Town.

DEC LAND SWAP:

 

Resolution #91_2008

 

A Motion was made by Councilwoman Archer that the Town Board approve implementation of a land swap involving Lyons Lodge, LLC and the State of New York as facilitated by the New York State Department of Environmental Conservation in order to protect all lands associated with
this land swap with a “Conservation Easement” and waiver of development rights as well as to protect wildlife habitats within these lands for the enjoyment of future generations.  Involved properties which would be transferred to the State of New York that are located in the Town of Rochester are:  SBL #67.2_5 (138.32 acres) and SBL #67.2_56 (9.2 acres),
and SBL #67._2.58 (80.4acres).

OLD BUSINESS:

 

CLIFF ROAD:

 

Supervisor Chipman will send a letter to the residents of Cliff Road inviting them to meet with him individually or as a group.  Until that time, the Board cannot take any action.

 

NEW BUSINESS:

 

WEBSITE POLICY CHANGE:

 

Resolution #92_2008

 

A Motion was made by Councilman Cilenti that the listing regarding
Local Businesses be deleted in whole from the website.

 

Seconded by:  Councilman Spano              Unanimously approved

 

OPINIONS ON WEBSITE DISCUSSED:

 

The Town Board held a lengthy discussion regarding opinions expressed
on the website.  The main objection was that opinions and anonymous views not be published.

 

ADVERTISEMENT POLICY DISCUSSION:

 

There was a lengthy discussion on the pros and cons of advertising for vacancies on Boards and Commissions and salaried positions.  Also suggested was to advertise once for vacancies using all venues, then keeping on website if still vacant.

 

The Town Board agreed to vote on a motion regarding this policy at the next Town Board Meeting.

 

JUNE WORKSHOP & INTERVIEWS SCHEDULED:

 

Resolution #93_2008

 

A Motion was made by Councilman Cilenti that the Town Board schedule the June Workshop on June 19, 2008 at 7:00pm at the Town Hall.  Interviews for various boards and commissions will also be held, and further authorizing the Town Clerk to advertise same.

 

Seconded by:  Councilwoman Archer           Unanimously approved

 

Town Clerk Sommer reminded the Board that Passport Night will be held
the same evening from 6pm to 8pm at the Town Clerk’s Office.

 

OPEN TO THE PUBLIC:

 

Webmaster, Michael Baden asked for a list of the vacancies for the website.

Tricia Kortright read a letter re: her temporary appointment to the
Assessor’s office.

 

A Cliff Road resident said a meeting between the Board and the residents would be appreciated.  Also mentioned that the 1998 DOT policy on upgrades may be a useful standard.

 

It was suggested that the Town advertise on a KEOS.

 

The Board was asked if there was a Town connection to the Town Crier.
He was told none whatsoever.

The Monthly Workshop Meeting was held on June 19, 2008 at 7:00pm at the Town Hall.

Supervisor Chipman opened the meeting at 7:12pm and Councilman Cilenti
led the Pledge of Allegiance to the Flag.

 

INTERVIEWS:

 

Interviews were held for the following positions:

 

Historic Preservation Commission (4)  
Both Councilwoman Michailescu and Councilman Cilenti recused themselves when their spouses were
interviewed.

Communication Committee:  (1)

 

One person was interviewed for two positions.

 

EXECUTIVE SESSION:

 

A Motion was made by Councilman Cilenti to enter into executive session at 9:28pm regarding the Assessor’s Office.

The Audit Meeting was held on June 26, 2008 at 7:00pm at the Town Hall.

Resolution #94_2008

 

A Motion was made by Councilman Spano that the Town of Rochester participate in the Hudson Fulton Champlain Quadricentiennial and become an Official Explore NY 400 Community.
