MINUTES
Meeting of November 17, 2008
Members present: Alice Cross, Ruth Bendelius, Bill Collier, Alonzo Grace, Jeanne Greene, Ward Mintz, Diana Puglisi-Cilenti, Alice Schoonmaker.  Town Board Liaison: Manuela Michailescu.

 

The meeting was called to order by Chairman Alice Cross.

 

A letter of resignation for personal reasons to be effective immediately from Jon Dogar-Marinesco was read by Chairman Cross. A motion to accept this resignation was unanimously passed.

 

Minutes of the October 27, 2008 meeting were approved.

 

Veterans Park

 

        Alice Schoonmaker and Town Board Liaison Michailescu met concerning Veterans Park.
Although Dan Zalewski’s offer for his land to be used for the Veterans Park was declined, Mr.  Zalewski offered the use of his land for events. This offer was much appreciated.

 

There will be no expenditure of money for Veterans Park in 2008. The Town Board is budgeting $10,000 for the year 2009.

 

Discussion about eight plaques for the Park to include: entrance, Revolutionary War 1776 – 1783, Civil War 1861 – 1865, World War I  1914 – 1918, World War II  1939 – 1945, Korean War 1950 – 1953, Vietnam 1959 – 1975, Persian Gulf War 2000 – 2001, Afghanistan – Iraq – 2003.
A memorial plaque is also to be placed by the Town Hall.

 

Jeanne Greene received a quote from Weidner Memorials in Highland for $1500 for a 28” x 20” bronze plaque. Weidner could also drill and mount the plaque on our stone for $100.

 

Ruth Bendelius will get additional quotes.

 

Signage

 

The Main Street sign is to be 76” x 24” high with burgundy letters on white background with a burgundy border with a black stripe. Motion by Ruth Bendelius to accept the sign as discussed and to order was passed.  Cost for the Main Street sign is $375.00.
The Hamlet signs will cost $300.00 each with a “buy 5 and get one free.”  The signs to be for: Granite, Clove, Rochester Center, St. Josen, Rock Hill and Mill Hook.  Hamlet signs will be ordered before the end of the year.

 

Reconnaissance Survey

 

Ward Mintz gave a summary of the report. Supervisor Chipman was approached to have Harry Hansen make a 15 – 20 minute presentation to the Town Board on Thursday, December 4, 2008 concerning the addition of frame and plank houses to the survey.
An official copy of the report is to be given to the Town Board.
As part of the Grant requirements, Harry Hansen will also do a presentation to the public. This will be scheduled for early next year.
Mr. Hansen must present an invoice for his work.
Discussion of Training Sessions with Neil Larson

 

Ward Mintz summarized the content of the sessions and reviewed Mr. Larson’s recommendations of how the survey could be used to enhance preservation in our community.

 

A letter concerning the up-dated survey and training sessions is to be sent to: Brian Drapkin – ZBA,  Mel Tapper- Planning Board,  David O’Halloran and Mike Baden – Code Task Force, and Jerry Davis – Code Enforcement.

 

As follow up, it was decided to invite Lynn Garofalini from SHPO to a Commission meeting to review and comment on the up-dated survey.

 

The Commission appreciated the very beneficial educational sessions. Ward Mintz was thanked for making the arrangements for Neil Larson to share his extensive professional preservation experience with our Commission.

 

Next Meeting

 

                It was decided that there be no meeting in December.

 

        Public Comment

 

Town Board Liaison Manuela Michailescu voiced her opinion concerning the Commission’s public outreach programs. Liaison Michailescu felt that the programs that were presented by the Commission this year were “not far reaching.”  Discussion ensued.

        Motion to adjourn by Alice Schoonmaker; second by Bill Collier.  Unanimously passed.
