Present: Bill Collier, Alice Cross, Ward Mintz, Alice Schoonmaker;
Also Carl Chipman, Supervisor for consultation during part of the meeting.

Minutes – of April 15, 2013 were accepted with motion made by Bill Collier, seconded by Ward Mintz and passed.

Correspondence – Communications from the Planning Board with update on approvals for Elm Rock B & B. No action required by HPC.

Signs – All hamlet signs were examined and photographed by Howard Johnson (of Johnson Signs and Tees who made the signs) with the guidance of Bill Collier. Howard promised to provide a plan by which Johnson Signs would assume some of the costs of replacing the deteriorating signs that are too new to be disintegrating. Lynn Archer followed up with a phone conversation with Robin, indicating that the HPC and the TOR are extremely dissatisfied with Johnson’s service. Johnson’s suggested plan has not materialized so far.

Deteriorating Condition of Historic Properties in the TOR – Carl Chipman will ask Lynn Archer to follow up on finding the name of the bank that holds the mortgage on The Brick House. Steve Fornal’s blog has information on that bank.

Alligerville Historic District Project — Neil Larson, of Larson Fisher Associates, has prepared a proposal to do the research and preparation for a National Register Nomination of an Alligerville Historic District. This is to be done in three phases, with the cost of $2,500 for each phase. The tasks for each stage are detailed in the proposal.
Already on board in support of the project are Bob Dandrew of Church Hill Road, and Sterett Smith and Daniel Levi-Straus who own the brick (Glaze) house on Route #6, Rose Hill Road. In order to build support for this project, we will need to contact other owners of historically significant properties whom we hope will be glad to have research done for them. These would include Penny and Peter Kunz at the Alliger House on Creek Road, and Ursula VonR. at the house on Davis Basin. The Thomas Schoonmaker House has already been researched for the Farmstead Survey. The D & H Canal aqueduct is already on the NR (1969).
Before holding the required public meeting on this project, we need to lay careful groundwork of support, and to anticipate potential issues of opposition.
A motion was made by Ward Mintz that we begin Phase I of the National Register Nomination process for the hamlet Alligerville, per the proposal by Larson Fisher Associates, Inc., 14 May, 2013. The motion was seconded by Bill Collier and passed unanimously. The project will be funded by both Town and private money.
Ward will tell Neil to begin the research, which will be presented to Town Officials as per the Plan, to be followed by a public meeting in Alligerville. Ward will accomplish a Letter of Agreement between Neil Larson and Carl Chipman
