Present: Bill Collier, Alice Cross, Ward Mintz, Diana Piglisi-Cilenti, Alice Schoonmaker;
Lynn Archer, Town Board Liaison.

Minutes – of March 18, 2013 were accepted as amended with motion made by Ward Mintz, seconded by Bill Collier and passed.

Future Planning Projects
Potential development of Alligerville Historic District – Ward Mintz will be meeting with Bill Kratinger of NYS Historic Preservation Office, and Neil Larsen, researcher, to tour the hamlet of Alligerville with the purpose of determining whether the hamlet is worthy of a survey and historic district designation.
Working toward establishment of the TOR as a Certified Local Government for historic preservation.
Ward Mintz is preparing a draft for a new Historic Preservation Law for TOR, using ideas from the CLG laws of NYS, Marbletown and Wawarsing.
Julian Adams (Albany) will be asked to review our proposed CLG Law prior to any public hearings.
Key element of this process is communication between HPC, TB and TOR residents that will make the CLG concept acceptable.
The purpose of becoming a CLG is to enable the TOR to receive grants for historic surveys, and for owners of historic properties to be eligible for tax credits in support of property maintenance. (See also Minutes from 3/18/13.)
Only those properties with local historic designation would be subject to the CLG requirements. No property is so designated at this time. Such designation would not be forced on any owner.
The new law would establish a process by which an owner could request designation in order to qualify for tax credits.
Local designation is an entirely different matter from State and National Historic Registry designation.

Signs — Deteriorating hamlet signs Kyserike, Alligerville, Kerhonkson, and Leibhardt will be examined by Howard Johnson, of Johnson Signs, with escort by Bill Collier. Lynn Archer will contact Johnson Signs in order to emphasize our need for repair or replacement of the signs made by Johnson Signs for the TOR.

Deteriorating Condition of Historic Properties in the TOR – Gerry Davis has tried, so far unsuccessfully, to contact the bank that holds the ownership of The Brick House on Route 209. The Town Board is going to create a Local Law that directs the banks responsible for foreclosed properties in the Town to be responsible for maintenance of that property, costs to be covered by a lien on the property. A letter of resolution will be sent to NYS after approval by Town Attorney Christiana.
