Members Present: Alice Cross (President), Frank Dannecker, Elaine Laflamme, Ward Mintz, Alice Schoonmaker.
Others Present: John Mickelson, Geospatial and Ecological Services
Absent: Howard Kagan, Carl Chipman as Town Board Liaison

Call to Order – Alice Cross called the meeting to order at 1:06.

Minutes – Discussion of October 17th Minutes. October Minutes approved subject to three corrections. September Minutes were redistributed and approved.
Action – Ward Mintz moved to approve the October Minutes as corrected and the September Minutes. Frank Dannecker seconded the motion. All approved
Hamlet of Accord Revitalization Project (HARP) –
Ward Mintz reported that the NYS Department of Transportation gave a presentation on the replacement of the bridge on Route 209. The new bridge will be 18 feet higher than the current bridge and will have 6 foot wide shoulders. The engineers who gave the presentation emailed their powerpoint to HARP members after the meeting.
John Mickelson reported on the Natural Heritage/Open Space Inventories being conducted jointly by the Towns of Rochester and Wawarsing
John Mickelson reviewed the background and organization of the joint effort to develop a set of intermunicipal, natural heritage and open space plans and the effort’s source of funding. He went into some detail on the source of information incorporated into the study and W. Mintz mentioned additional HPC documents that inventoried historic homes and farms in the Town of Rochester. The study will include public input and a review of existing policies and codes. The focus of the work is on how best to protect “important ecological, water, agricultural, scenic and recreational places and resources in the Towns of Rochester and Wawarsing. The results of the study will be incorporated in a set of Intermunicipal Natural Heritage and Open Space Plans (“NH&OSPS”) for the Towns. A copy of the overview handed out at November’s meeting is attached.
Mr. Mickelson asked the members to submit five or ten things, e.g. place, feature, result, law that HPC would like to see addressed in the NH&OSPS.

Mr. Mickelson also mentioned different types of studies that could be undertaken to better quantify subjective
topics such as viewshed. He mentioned Gateway Studies that look at the entranceways to places of note.
Ward Mintz agreed to draft 10 things HPC would like to see addressed in the NH&OSPS. Elaine Laflamme
agreed to look at Wawarsing and Marbletown’s CLG.
Next Meeting – Monday, December 12, 2016 at 1:00 p.m., Town Hall.
Adjournment – motion made by Ward Mintz, seconded by Alice Schoonmaker and passed by all.
