Monday, March 21, 2016 at 1:00 p.m.

Members Present: Bill Collier, Alice Cross, Frank Dannecker, Elaine Laflamme, Walter Levy, Ward Mintz, Alice Schoonmaker
Others present: Sherry Chachkin, liaison to Town Board, Lynn Archer.

Call to Order – Alice Cross called the meeting to order and introduced Lynn Archer, noting that Lynn had been interested in HARP from the start.

Minutes – Minutes of meeting on February 22, 2016 were accepted with motion made by Ward Mintz, seconded by Alice Schoonmaker and passed. Sherry Chackin informed Elaine Laflamme (who was taking the Minutes for the first time) to send all approved Minutes to Rich Miller for posting on the Town website.

Hamlet of Accord Revitalization Project (HARP) –
a. Ward Mintz asked if anyone had heard from Bill Woods (NYC Planner) and Alice Cross asked Ward Mintz to send the materials on HARP to Bill.
b. Sherry Chackin reported that the Town Board at its March 3rd meeting authorized the Advisory Committee for HARP on the strength of the Mission Statement and membership of the Advisory Committee. She remarked that the Advisory Committee is a creation of the Town Board and that it is not a subcommittee of the HPC. She also noted that names can be added and deleted from the list of Advisory Committee so long as the Town Board is notified (a copy of the HARP Advisory Committee members is attached hereto).
c. Lynn Archer asked if there was a list of residents on Main Street, Accord and Angie brought the list. Alice Cross has the name and addresses for all of the people on the Advisory Committee. Lynn Archer asked for a copy of the list of Advisory Committee members and Alice Cross explained that there were two lists that had been drawn up but only the first list with the Advisory Committee members had been presented to the Town Board, the idea being that the second group of participants would start after the Advisory Committee had had several meetings.
d. Elaine Laflamme reported she had viewed the Accord Train Station which is currently for sale and would continue to investigate the potential purchase of the Train Station.
e. Discussion ensued about changes to Ellenville’s Main Street and the potential reasons for its perceived resurgence. The group discussed Shadowland Theatre and its impact Main Street and Ward Mintz noted that Shadowland had one major donor. Lynn Archer commented that Ellenville also received a $1M grant from the State. Alice Cross noted that Bill Anderson’s old roller skating rink would make a very good art center for the hamlet and Alice Schoonmaker noted that Maria Reidelbach was using the building in a like manner.
f. Ward Mintz proposed that Lynn Archer be asked to head the Advisory Committee for HARP and Sherry Chackin iterated that the Advisory Committee is a creation of the Town Board and that it is not a subcommittee of the HPC. Sherry Chackin mentioned the need for a wall of sorts between the HPC and the Advisory Committee.

Alligerville Historical District Marker –
a. Frank Dannecker Walter spoke to Wayne Kelder about erecting a post for the new Alligervilled Historical District Marker and Wayne referred Frank to the County. The County can erect the post for the Marker but it cannot remove the existing sign. Frank called Wayne who said it was an HPC matter. Walter Levy suggested they contact Jonathan Nedbor for help putting up and taking down the signs as Nedbor had volunteered to help in the past.
b. Frank Dannecker suggested we contact the Blue Stone Press about a short story on the new Marker, possibly accompanied by a photo of the Marker being erected.
c. Alice Schoonmaker noticed that there was a real estate sign that look to be appended to one of the Hamlet signs. Alice will reach out to the real estate broker after confirming that the real estate sign is affixed to the hamlet sign.

Liaison Report – Nothing to report.

Firehouse Report –
a. Ward Mintz reported that the former Supervisor of the State Historic Preservation Commission has agreed to look at the Alligerville Firehouse/Schoolhouse and discuss its historical significance.
b. Ward has obtained permission to enter the building for that purpose.

Next Meeting – Monday, April 18 2016 at 1:00 p.m., Town Hall.
