Monday, January 18, 2016 at 1:00 p.m.

Members Present: Alice Cross, Frank Dannecker, Walter Levy, Ward Mintz
Others present: Bill Woods, NYC Planner; Sherry Chachkin, liaison to Town Board.

Correspondence – Re Marie-Christina Hellin property, 90 Upper Whitfield Rd.
a. Letter from Planning Board to HPC asking for HPC input on proposed small subdivision
b. Response to PB expressing HPC concerns and requesting contact with individuals connected with the project (Marie Christina Hellin, Bert Winnie, et. al.)
c. Letter from Christopher Blake (nephew of Hellin), architect with Hybridhaus (Boston, 617-838-5037) assuring HPC of his sensitivity to historic property and promising to keep in touch.

Minutes – Minutes of meeting on December 21, 2015 were accepted as corrected with motion made by Ward Mintz, seconded by Frank Dannecker and passed.

Hamlet of Accord Revitalization Project (HARP) –
a. The project fits nicely with language of the TOR Comprehensive Plan (see page 29).
b. Town Board has lead responsibility for such a project. It will appoint (as per our suggestions) a Citizens Advisory Committee for HARP, hopefully including co-chairs Carl Chipman and Richard Travers (RV Business Association) representing government and private sector. Members need open minds, economic and civic interest in TOR, and ability to work from an amorphous vision to a coherent plan for upgrades that will achieve a real town center. We have significant historical context for a base. Project needs information on local codes, politics, funding opportunities, economic development process. Revitalization to include sidewalks, sewers, trees, businesses and housing. Need to address unforeclosed blight properties.
c. Find information on other hamlets that have revitalized; e.g., Milton, Fleishchmans, Prattsville, High Falls (Ric Rydant).
d. Contact Ron Sharkey and Oscar Schnider for input.

Homework for next HPC meeting –
a. Walter – will contact PACE for community revitalization information.
b. Ward and Bill Woods will research NYS Dept. of State Community Planning, NYS Main Street Program, Office of Community Renewal.
c. Walter, Ward and Bill Woods will develop: Mission Statement for HARP; and, Outline of proposed presentation to a new HARP Citizens Advisory Committee.
d. Sherry will mention HPC’s HARP plan to TB for approval.

Alligerville Historic District Historical Marker – Delivered by Catskill Castings to Town Hall. Discussion as to location for sign near Alligerville bridge. Thanks to Walter Levy for photos of potential sites. Frank Dannecker will discuss details of installation with Wayne Kelder. HPC will make decision as to exact location.

SHPO Workshop – “Saving Our History” – Stacey Matson-Zuvic, Restoration Coordinator and Linda Mackey, Historic Preservation Program Specialist from the NYS Historic Preservation Office, will discuss resources and services offered through SHPO, including historic registration and tax credits. Tuesday, March 1st at 10 a.m., Community Room, Ellenville Public Library.

Liaison Report – Sherry Chachkin reminded Ward and Walter to request reappointment to HPC, and Alice C. to request redesignation of Chair (AWC) and Vice Chair (WM) of HPC.

Next Meeting – Monday, February 22, 2016 at 1:00 p.m., Town Hall.
