Minutes

Monday, May 18, 2015 – 3:00 p.m.

Present: Bill Collier, Alice Cross, Frank Dannecker, Walter Levy, Alice Schoonmaker.
Others present: Sherry Chachkin.

Minutes – Minutes of meeting on April 20, 2015 were accepted with motion made by Walter Levy, seconded by Bill Collier and passed.

Communication from Planning Board – Re: Application for Special Events Venue permit by Eddleman and Macagnone of 607 County Rte. 6, Alligerville, Crested Hen Farm. Neighbors are very concerned about traffic and noise. A noise engineer will be making a report to Planning Board.
Sherry Chachkin discussed the need for refining the new special events law because it is resulting in various unintended complications. The PB probably will be setting various limitations on any permit (e.g. need to renew in a year’s time). Question is who will enforce limitations.
Special permit hearing for Railroad Station was postponed until June 8. Walter will try to attend.

Alligerville Historic District Project – Celebration Party is scheduled for July 18th from 4:00 to 5:30 p.m. at the RELC Headquarters. Alice C. will send invitations to property owners by the last week in June. Press release will be issued after the party. National Register designation is expected by then. Neil Larson and Bill Krattinger will be invited; also Town Board, RELC Board and Lynn Archer. Budget for the event is up to $250. Expenses will be cleaning before and after the event, and refreshments.
Signage for the District will be considered at subsequent meeting.

Watering Trough, Alligerville – Historical marker has been installed, thanks to Bill Collier, Tom Hall-Davis and Bill’s grandson. HPC will pay Hall-Davis $80. for materials, and labor of his helper. Bill will be in touch with Shirley Lamon re requisition and the check.
Linda Martin will plant flowers. There is a nearby spring that will enable planting.

Alligerville Schoolhouse/Firehouse – TOR Fire Commissioners are interviewing architects regarding repair and upgrade of the Fire Company space. David Lawrence has heard our request that HPC would like to be in on the conversation (he did not sound too interested). Letter to the Board of Fire Commissioners from HPC would mention strategies such as flat roof so as not to obscure the schoolhouse.
Because of bad water, Fire Company does not allow outside groups to use the space for meetings.

Accord Survey Project – Application for Preserve NY grant to support the survey is pending. PNY meeting is later in the summer.

Storry-Gazlay Property – Code Enforcement Officer, Jerry Davis, sent a letter to the Indy Mack Bank, citing specific violations of the NYS property maintenance law, and promising enforcement action if the bank does not address the problems.

“Accord” sign at intersection of Rte. 209 and Main Street – A thank you note will be sent to members of the Landfill Department for repairing and re-hanging the sign.

Liaison Report – Sherry said that most of her information had already been covered during this meeting. She mentioned that one of the goals of the Comprehensive Plan is rehabilitation of Main Street. Cooperation from local groups (e.g. Friends of Historic Rochester), local artisans and residents would be greatly appreciated. For example, residents across from the Museum need to be encouraged to clean up their front porch.
