Minutes
Monday, October 20, 2014 – 3:00 p.m.
Present: Bill Collier, Alice Cross, Walter Levy, Ward Mintz, Alice Schoonmaker.
Others present: Sherry Chachkin, TB Liaison.

Minutes – September 15, 2014 Minutes were accepted with motion made by Ward Mintz, seconded by Alice Schoonmaker and passed.

Flying Change Commercial Stables – Planning Board included HPC in mailing of copies of the Conditional Approval by the PB of the application by Flying Change Farm.

Alligerville Firehouse/Schoolhouse – Bill Krattinger sent us his written report on his evaluation of the physical condition and historical significance of the structure. Copy will be mailed to the Board of Fire Commissioners.
Proposal by Town Board to designate the building as an emergency shelter would allow NY Rising Funds (for flood mitigation) to be used for new roof, if the grant request is accepted.

Alligerville Historic District Project – Neil’s expanded presentation of his Alligerville Survey information given at the Annual Meeting of Friends of Historic Rochester in September was excellent and well-received.
Neil is preparing a draft of the Nomination Forms for application to the NYS Historic Preservation Office. It is hoped that the application review committee of SHPO will put Alligerville on its agenda for March, 2015.
In the meantime, Neil will make a report to the Town Board on the application, tentatively scheduled for the Workshop meeting on Nov. 25.
A letter will be sent by HPC to property owners within the proposed historic district, with an update on Neil’s work, and an alert that a communication from SHPO will be coming to each owner of a contributing property at the time that the nomination for Alligerville Historic District is going to be considered.

Watering Trough, Alligerville – As per information obtained by Bill Collier, it was agreed to order the sign and have it installed, with funds from 2014. Bill will check with the sign company regarding recommendation re number of words.

Welcome Signs for highway entrances to Town of Rochester (209N, 209S, 44/55) – The Town Board accepted recommendations from HPC regarding the design and wording for the signs. The TB will accomplish implementation of the project.

Main Street, Accord – HPC project for the near future will be a public program on the subject of the historical and architectural importance of Main Street, Accord; Canal, Railroad, commerce, resorts, town center.
Present condition of Main Street/Towpath Road/Granite Road in Accord is serious deterrent to economic development, a very negative face for our Town.

We need to have town laws regarding abandoned properties, with respect to accumulation of garbage, and hazardous derelict structures. Carl Chipman explained the numerous problems in implementing this; banks and the County do not want to transfer ownership or take possession of foreclosed properties with contamination or financial issues.

Liaison Report – Sherry Chachkin — Since webmaster Bill Miller is unresponsive to Walter’s attempts to reach him, Sherry will send to Walter the official telephone and e-mail contact numbers for Bill M.
