Monday, May 19, 2014 – 3:00 p.m.
Present: Bill Collier, Alice Cross, Frank Dannecker, Walter Levy.
Others present: Sherry Chachkin, TB Liaison.

Minutes – of April, 2014 were accepted with motion made by Bill Collier, seconded by Walter Levy and passed.

Request by Mike Baden for TB to adopt HPC surveys as part of the Comprehensive Plan
Motion was made by Walter Levy, seconded by Ward Mintz and passed that the HPC submit a request to the TB that HPC publications: 1) Historic Resources Report Reconnaissance Survey I – Stone and Brick Structures 1993; 2) Historic Resources Report Reconnaissance Survey 2008; and, 3) Historic Farmstead Survey 2012 be adopted by the TB into the Comprehensive Plan. These will provide substantive bases for future decisions by the Planning Board, TB, ZBA, etc.

Alligerville Firehouse/Schoolhouse
Meeting scheduled between HPC members, Alligerville property owners, and Board of Fire Commissioners, Town of Rochester, to discuss future of the schoolhouse. Present site of Accord #3 Fire Company is unsatisfactory. Best scenario for HPC and Fire Company would be purchase of a different parcel of land for new firehouse. Bill Krattinger requests site visit to assess viability of the schoolhouse structure.

Alligerville Historic District Project
Public meeting held on April 25th at the RELC headquarters in Alligerville regarding the Survey and Application for Historic District status was a positive beginning for the project. About 30 home owners and several public officials were in attendance to hear the presentation by Bill Krattinger of NYSHPO and Neil Larson, historic preservation researcher. Audience appeared to be very interested and supportive. Meeting was followed up by articles in the Blue Stone Press and Shawangunk Journal, and second letter with maps to the homeowners included in the proposed historic district.
Attendance needs to be taken at the next public meeting (after Neil Larson completes the survey).

Diane Schoonmaker application re Commercial Stables at Flying Change Farm
Letters from HPC sent to ZBA and Bob Somers, NYS Ag and Markets, explaining that the issues are no longer in the arena of responsibility of the HPC.
Appeals from Flying Change Farm and Robert Rominger are pending currently before the ZBA – questions being caused by discrepencies between State and local laws (Ag. Exemptions vs. place of public assembly vs. building and safety codes).

New Town Web site – Walter has agreed to attend training session about how HPC can utilize this. Rich Miller is setting up the new web site. Our access is HPC@ny.gov. HPC wants to develop a gallery of images once the site is better established.

Other
Alice has historical information on Alligerville schoolhouse for Walter Levy to use for composing an article on the historical significance of the schoolhouse.
Alice has information on the Brick House (former Gazlay) for Ward Mintz to use for an article on the deteriorating condition of the property that should be dealt with by the bank that holds the mortgage.
Alice will write a letter to the TB requesting adoption of the HPC publications into the Comprehensive Plan.
HPC will not take on the project of new signage for the Rail Trail between Accord and Kerhonkson.

Liaison Report – Sherry Chachkin
There is discussion by the TB about providing “Welcome to the Town of Rochester” signs on roads that lead into the TOR. The HPC could help with this.

Next Meeting – TBA – summer meetings will be called if there is business needing attention that cannot be dealt with via e-mail.
