Present: Alice Cross, Frank Dannecker, Walter Levy, Ward Mintz.
Others present: Sherry Chachkin, TB Liaison.

Minutes – of March, 2014 were accepted with motion made by Ward Mintz, seconded by Walter Levy and passed.

Request by Mike Baden for TB to adopt HPC surveys as part of the Comprehensive Plan
Per communication with Supervisor Chipman about this idea: he will ask for opinion on this request from Town Attorney Christiana, then discuss with Town Board.
Motion was made by Walter Levy, seconded by Ward Mintz and passed that the HPC submit a request to the TB that HPC publications: 1) Historic Resources Report Reconnaissance Survey I – Stone and Brick Structures 1993; 2) Historic Resources Report Reconnaissance Survey 2008; and, 3) Historic Farmstead Survey 2012 be adopted by the TB into the Comprehensive Plan. These will provide substantive bases for future decisions by the Planning Board, TB, ZBA, etc.

Alligerville Firehouse/Schoolhouse
Owned since 1956 by Board of Fire Commissioners, Accord. Location of Fire District #3. Serious deterioration of the structure due to no maintenance. The building and the lot are not ideal for use by a fire company. Some talk of demolishing the building.
Supervisor Chipman has applied for $50,000 for a new roof, as part of application for NY Rising grant.
HPC will ask for meeting with the Board of Fire Commissioners to discuss this issue. Alice Cross will make this contact.
Schoolhouse is centerpiece of potential Historic District. Ideal for community center, polling and meeting place.
Walter offers to write an article for the BSP about the deterioration of the historic structure. Alice Cross can provide historical information.

Alligerville Historic District Project
Public meeting is scheduled for April 25th, 7:00 p.m., at the RELC Headquarters in Alligerville. Press Release sent to local newspapers. Letters of invitation were sent to property owners within the boundaries of the proposed historic district. Neil Larson and Bill Krattinger will be present the program. Objective – to provide information about the project and to gain support by those affected.

Diane Schoonmaker application to Planning Board re Commercial Stables at Flying Change Farm
Apparently the application for hearing by PB has been withdrawn. Hearing now scheduled for May meeting of the ZBA. The HPC will continue to follow the matter to see how it is resolved. As far as we know at this time, this is no longer an issue that requires input by HPC.

New Town Web site – Walter has agreed to attend training session about how HPC can utilize this.

Liaison Report
Sherry Chachkin discussed TOR web site development and updates suggested for Comprehensive Plan, and reviewed the issue of deterioration of The Brick House on Route 209 (formerly Percy Gazlay). The bank holding the mortgage is Indy Mac Mortgage Service, Division 1, West Bank, Pasadena, CA. Ward offers to compose a letter emphasizing the serious deterioration of this historically significant property, the letter to be addressed to the PR department of the Bank. Alice C. will provide Ward with historical information.
