Feb 8, 2018 ECC Minutes

Discussion on entero in the Rondout; there is possible funding at the county level to help with education and septic clean up. Septic systems should be cleaned every 3 years.
We have Know that the entero on the Rondout is high but have no firm data on the source. Riverkeeper added DNA testing lsat year and we are awaiting results.
March 22nd event, Riverkeeper; ask Amanda LaValle – tie into agriculture.
First testing spot at Fordmore has always been the hottest hot spot.
Fordmore/Berme Road irrigation system draws water from Rondout (in Wawarsing)

NH: have to have a joint meeting of the two town boards, hopefully in early March. Then each TB can adopt their own plan. Goal is to adopt as an addendum to the town’s comprehensive plan.
If part of Town Plan, has to go through many other agencies. Within the plan are 7 or 8 specific goals. Original plan adopted in 2006.
Big initiatives ECC
• Awareness of water quality, irrigation – Riverkeeper? EMC?
• Parkwise – balance of solar array to a permaculture installation
• Earthday
• Creek naming
• Climate Smart Communities
• Cleansweep in May
NH: Primary points: amend local zoning laws re; streams and setbacks, revive watershed alliance, establish formal agricultural advisor to the town, overlay for certain stream corridors, subdivision regulations, dedication of parkland, “buildable acre” concept. CEA-Great Pacama Vly; Colony Farm Connection, the Rochester part, ECC to Conservation Board, open area maps, NH plan. (pp33-44)
Importance: a large development, a plan with these priorities, town will have stronger legal standing to control developer.
Other areas where 2006 needs updating? Should be revisited every 5 to 10 years, we’re past that point now. HPC historic aspects of the town; incorporate that as well.
